Order
1. We have heard these matters in part.
2. In the context of issue raised by Mr. Arvind P. Datar, learned senior counsel for the writ petitioner(s), we direct the Union of India to produce the relevant documents, referred to in notification(s) dated 29.03.2019 such as Foreign Trade Policy 2015-2020 (relevant extract/chapter thereof), as applicable, and the Indian Trade Classification (Harmonized System), 2017, in particular, Schedule-1 (Import Policy) of Chapter 7 thereof.
3. In addition, Union of India shall file affidavit to clearly state (i) whether the impugned notifications are in the nature of quantitative restriction; (ii) If so, whether procedure under Chapter III-A of the Foreign Trade (Development and Regulation) Act, 1992 has been followed and to produce the relevant record thereof.
4. The aforesaid affidavit and documents be filed by the Union of India on or before 6th July, 2020 through e-mail/on-line by 4.00 p.m.
5. The writ petitioners are free to file their response by 7th July, 2020 through e-mail/on-line by 4.00 pm.
6. List the matters on 8th July, 2020 as part heard.
