1. Issue notice to show cause, as to why the appeal should not be admitted, returnable on 16.02.2017.
2. Mr. Anip Sachthey, learned counsel, appears and accepts notice for the respondent.
3. In the meantime, there will be stay of operation of the impugned judgment on the condition that the appellants shall take a decision on the promotion of the respondent to the rank of Colonel, within a period of two weeks from today, in accordance with law.
4. The entire records pertaining to the consideration of the respondent for empanelment as Colonel including that of the previous occasions shall be produced before this Court on the next date of hearing.
