1. There is a delay of 717 days in filing of this special leave petition which has not satisfactorily been explained by learned counsel for the petitioner. Even on merits we do not find any case for interference with well reasoned impugned order passed by the High Court is made out by the petitioner.

2. The special leave petition is accordingly dismissed both on the ground of delay as well as on merits.
