1. Delay condoned.

2. It is very surprising that in spite of the Chief Standing Counsel of the State of U.P. having sought withdrawal of the order impugned in the writ petition, on the basis of instructions, a Special Leave Petition has been filed by the State of U.P. challenging the order of the High Court disposing of the writ petition and giving liberty to withdraw the order.

3. It is obvious from the facts of the case that the State of U.P. has filed this petition for special leave to appeal mechanically and without any application of mind and without considering the fact that the Courts should not be burdened by the Government with unnecessary and completely infructuous matters.

4. In view of this attitude of the State of U.P., we are left with no option but to dismiss this petition with costs of Rs. 1,00,000/- to be deposited within a period of four weeks from today with the Supreme Court Legal Services Committee for utilization of juvenile justice issues. It is ordered accordingly.

5. Learned counsel for the petitioners says that he does not press this petition. This submission does not make any difference with regard to imposition of costs.

6. Pending applications are disposed of.
