Order

1. Learned Additional Solicitor General says that in terms of Annexures XI and XII of the Revised Integrated Child Protection Scheme (ICPS), provision has been made for construction and maintenance grant and maintenance grant both for Child Welfare Committees as well as Juvenile Justice Boards.

2. We find that Annexures XI and XII are quite detailed and deserve to be complied with by the State Governments.

3. Learned Additional Solicitor General further informs us that a letter has been sent on 26th August, 2016 to all the State Governments to ascertain whether Annexures XI and XII of the ICPS have been complied with or not. The responses are expected by 15th September, 2016.

4. We direct the State Governments to respond to the communication sent by the Government of India in the Ministry of Women and Child Development on or before 15th September, 2016 positively, particularly since this pertains to a Scheme for Child Protection. We make it clear that in case responses are not sent by the State Governments, we will have no option but to impose heavy costs on the State Governments.

5. List the matter on 23rd September, 2016 on which date the learned Additional Solicitor General will present us a chart with regard to the compliance of Annexures XI and XII.

6. If necessary, the Ministry of Women and Child Development may send a reminder and telephonic communication to all the State Governments.
