1. Applications on behalf of the States for exemption from personal appearance of the Chief Secretary are allowed.
2. Learned Additional Solicitor General has shown to us a status report as on 04th February, 2016. He says that he will file the status report on an affidavit. On perusal, the status report shows that no response has been received as yet to the questions raised by the Ministry of Women and Child Development of the Government of India from Dadra & Nagar Haveli, Daman & Diu, Lakshadweep and Pondicherry as also from the States of Andhra Pradesh, Gujarat, Jharkhand, Kerala, Madhya Pradesh, Manipur and Rajasthan.
3. Learned counsel appearing on behalf of the States of Gujarat, Jharkhand, Kerala, Madhya Pradesh & Manipur state that whatever response is required to be given will be given on or before 8th February, 2016.
4. There is no appearance on behalf of Rajasthan. Under the circumstances, we direct the presence of the Chief Secretary of Rajasthan in this Court on 15th February, 2016. We would require a proper explanation as to why no response has been given.
5. Learned Additional Solicitor General should also give us the latest status with regard to existence of the State Commission for Protection of Child Rights for every State and Union Territory and its tenure.
6. List the matter on 15th February, 2016.
