1. We have heard the learned Amicus, the learned Solicitor General appearing for the State of Assam, learned counsel for the applicant as well as learned counsel for the Union of India.

(1) Setting up of new Detention Centres

2. It is stated on affidavit by the State of Assam that tenders have been floated for an amount of about Rs. 47 crores for construction of a standalone Detention Centre at Matia in Goalpara with a capacity of 3000 inmates.

3. We would like to know the broad details of the tender as well as time for construction which has not been indicated in the affidavit.

(2) Re-union of Families

4. It is stated on affidavit that there are 47 detenues from different Detention Centres who have to be reunited with the families. This is under process.

5. Learned counsel for the applicant has given a list of 15 women from Kokrajhar District Jail who need to be rehabilitated with their families. It is not clear whether these 15 women are included in the 47 detenues or not.

6. The learned Solicitor General says that he will take up the issue of transfer and revert.

7. We would like to know how much time it will take to carry out the transfer since it appears to us that there is no need to break up the families.

(3) Cooking Gas facilities in Detention Centres

8. It is stated on affidavit that LPG high pressure pipeline will be provided to District Jail at Goalpara and steps will be taken to renovate the cook shed inside the District Jail, Goalpara. This is under process. We grant three weeks time to complete the process.

9. We would like to know the details of steps being taken, if any, for providing LPG high pressure pipeline in Tezpur, Silchar and Kokrajhar Jail cum Detention Centres.

(4) Medical Facilities in other Detention Centre

10. The affidavit only pertains to medical facilities at Goalpara Jail cum Detention Centre. The details of medical facilities in other Detention Centres should be also be stated on affidavit.

11. List the matter on 02.11.2018 by which date the issue of the tender, reunion of detenues and medical facilities should be indicated.
