1. After some arguments, learned counsel for the petitioners seeks permission to withdraw this special leave petition. He submits that he would be approaching the High Court again by way of filing a writ petition.
2. The special leave petition is dismissed as withdrawn. Insofar as the submission of the petitioner to file a fresh petition in the High Court is concerned, this Court has not made any comment on that.
