1. Leave granted.
2. The issue in this appeal pertains to the claim for regularization in the post of Inspector made by the appellant in pursuance of the merger of the cadres which took place on 19.01.2003 under the Inspector Examiner Recruitment Rules, 2002 (for short, the Rulesβ).
3. The only contention of the learned counsel for the appellant is that the regularization of his services should be done on the basis of seniority which is determined after the merger in accordance with the Rules and the law laid down by this Court in the case of Dhole Govind Sahebroo v. Union of India, (2015) 6 SCC 727.
4. We, accordingly, the direct that appellant’s services should be regularised on the basis of seniority determined in accordance with Clause 12 of the Rules and the law laid down by this Court in the case of Dhole Govind Sahebroo (supra).
5. The appeal is disposed of accordingly.

6. In this petition the Central Administrative Tribunal, Madras Bench, has quashed the circular No. 41/2003, dated 10.06.2003, which was rightly confirmed by the High Court, since it unjustifiably operated against the Ministerial Cadre.
7. The special leave petition is accordingly dismissed.
