1. Ms. Vibha Dutta Makhija, learned senior counsel who was requested to assist the Court as amicus curiae made preliminary submissions.
2. We grant liberty to the amicus curiae to communicate with the respondent and to place a short note of submissions before this Court by the next date of hearing.

Mr. Prabhjit Jauhar, learned counsel appearing on behalf of the petitioner has stated that he has prepared a note of submissions together with a compilation of judgments so as to facilitate the final disposal of the present case.
