1. Application for permission to appear and argue in person is allowed.
2. We are not inclined to interfere with the impugned order as the same is interim in nature and was passed way back on 8.9.2016. Consequently, the special leave petition stands dismissed. However, all the questions are kept open to be agitated before the High Court. We request the High Court to decide the matter expeditiously preferably within four months from the receipt of copy of the order.
3. Pending application, if any, also stand disposed of.
