1. In the facts and circumstances of the case, before we finally decide this petition, the petitioner-Medical Council of India (MCI) is directed to comply with the directions given in the impugned order by the High Court, by making an inspection of respondent no. 1-medical College and to submit its report in a sealed cover on or before 21.09.2015 in this Court.
2. List the matter again on 22.09.2015.
3. In the meanwhile, the Registry is directed to issue notice to Dr. Paresh Ruparel, who is working as Consultant – Diabeticfoot Care & Gangrene Specialist Surgeon, V.S. Hospital, Ahmedabad, by usual mode as well as through his e-mail which is given as under:

4. We once again direct Dr. Paresh Ruparel to appear in person before this Court on 22.09.2015 and to file necessary affidavit.
5. Let fresh notice be served upon the unserved respondents.
6. Dasti, in addition, is also permitted.
7. Learned counsel for the petitioner-MCI shall communicate this order to the Standing Counsel for respondent no. 2-Union of India so that Union of India must file its affidavit on or before 22.09.2015.
8. In the meantime, the parties shall file their respective written submissions, if any.
