2. We direct the Magistrate of the competent jurisdiction to initiate proceedings under Sections 82 and 83 Cr.P.C. immediately.
3. The Station Officer, Police Station Clementown, Dehradun, is directed to communicate a copy of this order to the Magistrate concerned.
4. The Superintendent of Police, Dehradun, is directed to take further steps to see that Ombir Singh Tomar is arrested and produced before this Court on the next date of hearing.
