1. The petitioners are represented by Mr. K Sivaraman, the first petitioner who appears in person. Though he states that he is an advocate, we are of the view that it would be appropriate if an amicus curiae is nominated by the Supreme Court Legal Services Committee to assist the first petitioner.
2. The Registry is directed to provide a complete set of papers to the amicus curiae so nominated.
3. Issue notice on the applications for condonation of delay and on the special leave petition.
4. List the special leave petition on 30 August 2019.
