2. The Special Leave Petitions are dismissed as being infructuous.

In view of the fact that the Inquiry Report, pursuant to the judgment of the Division Bench of the High Court, has since absolved the petitioner of any wrong-doing, we may therefore clarify that any comments as to the petitioner’s wrong-doing in the judgment are set aside including the consequential costs of Rs. 30,000/-.
