Order
1. There is a rehabilitation plan of mule owners operating on the track between Katra town and Shri Mata Vaishno Devi Ji Shrine. This rehabilitation plan was apparently prepared by the State of Jammu and Kashmir in consultation with Shri Mata Vaishno Devi Shrine Board and some other stake holders.
2. The Plan was prepared some time in October, 2017 and now more than about 10 months have gone by, but the Plan has not yet been finalized.
3. It is stated by learned Additional Solicitor General appearing on behalf of the State of Jammu and Kashmir that a State Advisory Council will be constituted within next couple of days and they will certainly consider the Plan in its totality along with all other stake holders including the representatives of mule owners since they will be vitally affected with the Plan.
4. A decision in this regard will be taken within a period of three weeks from the date of constitution of the State Advisory Council.
5. Respondent No. 1 may give her submissions to the State Advisory Council within ten days from today.
6. List the matter on 30th August, 2018.
