Order

1. After hearing learned counsels for the parties, we are of the view that in view of the conflicting versions, this Court needs to appoint an amicus curiae to go into the detailed facts of the case and prepare a brief note for convenience of the Court. We appoint Mr. Raju Ramachandran, Senior Advocate, as the amicus curiae who will complete the aforesaid exercise within two weeks and submit the requisite note to us detailing the facts and events that had occurred from inception of the present litigation. The amicus curiae would be entitled to a remuneration of Rs. 1,50,000/- (Rupees one lakh fifty thousands only) which will be paid by the Durga Builders. In the meantime, the earlier order of this Court dated 17-7-20131 that the Property will remain in seisin of the Director General, Town and Country Planning, Haryana, shall continue.

2. List the matter after two weeks along with I.As.

3. A copy of this order along with all requisite records, as may be indicated by the learned Amicus be furnished to him forthwith.
