1. The petitioner who appears in person prays for addition of Union of India as party respondent to this petition. Keeping in view the nature of relief prayed for in this writ petition, we permit him to amend the cause title of the writ petition so as to add Union of India as a party respondent. Amended cause title shall be filed within one week.
2. Issue notice.
3. Keeping in view the importance of the issue that falls for consideration; we request the Attorney General for India to assist us in the matter. In addition, we request Shri K.K. Venugopal and Shri Salman Khursid, learned senior counsel to assist us in the matter as an amicus curiae. Ms. Pooja Dhar, advocate on record shall assist Shri K.K. Venugopal while Shri Imtiaz Ahmed, advocate on record shall assist Shri Salman Khursid in the matter.
4. Copies of the writ petition shall be furnished to all of them by the Registry.
5. List the matter again on 15.03.2016.
