The Judgement of the court was delivered by
ORDER
1. Delay condoned.
2. Issue notice in all the fresh matters returnable within three weeks.
3. Dasti, in addition, is permitted.
4. Application for substitution is allowed.
5. Application for impleadment is allowed.
6. Heard Mr. Amarendra Sharan and Mr. Sanghi, learned senior counsel and Ms. Binu Tamta, learned counsel for the Delhi Develoment Authority, the petitioner and Mr. Tushar Mehta, learned Additional Solicitor General for the State of NCT of Delhi, Mr. Gaurav Banerjee, learned senior counsel for the Indraprastha Gas Limited, and Mr. Dushyant Dave, Mr. Sundaram, Mr. V. Giri and Mr. Sethi, learned senior counsel and Mr. Shankar Narayan and Ms. Chaudhary, learned counsel for the other private respondents.
7. We would like the Delhi Development Authority to make categorization of the cases as we have been apprised by Mr. Shankar Narayan that there are six categories of cases. Be that as it may, we do not express any opinion on the categorization, for we would like the Delhi Development Authority to file a list indicating the categories.
8. Mr. Tushar Mehta, learned Additional Solicitor General, appearing for the NCT of Delhi shall also file a chart indicating the categorization so that it will be easy to address the lis. Apart from filing the above, Mr. Mehta shall also file a chart indicating the date of issue of notification issued under Section 4 or under Section 17(1) of the Land Acquisition Act, 1894, as the case may be. It shall also be indicated when the possession was taken. That apart, it shall also be indicated how much amount was deposited before the Reference Court or the Appellate Court or Treasury or the LAO and what has happened to the land in question in the interregnum period. The list of subsequent purchasers shall be filed by the DDA after obtaining the details from the office of the Sub-Registrars.
9. That apart, learned counsel for the DDA, namely, Ms. Binu Tamta, Mr. Vishnu B. Saharya and Mr. Ashwani Kumar shall file a list indicating in which cases interim order for stay was passed and hence, possession could not be taken over.
10. The copies of the chart or the list as directed hereinabove to be filed before this Court within six weeks after serving the copies of the same on the learned counsel for the respondents.
11. Learned counsel for the parties are at liberty to file the convenience volume containing compilation of judgments.
12. Let the matters be listed on 29.03.2016. It is hereby made clear that no adjournment shall be granted and hearing shall commence on that day.
13. Pleadings shall be completed from all angles by the second week of January, 2016.
