1. Respondent No. 7, namely, the Union of India represented through Department of Empowerment of Persons with Disabilities, Ministry of Social Justice & Empowerment, Government of India, has filed an affidavit, enclosing therewith, guidelines for the State Governments for setting up rehabilitation homes for persons living with mental illness (who have been cured, or who do not need further hospitalization, or who are homeless or are not accepted by their families). We request the Ministry, which has prepared the above guidelines, to circulate the same to the relevant departments of all the State Governments and Union Territories, with a direction to implement the same at the earliest, but as far as possible, within one year from today. All concerned shall also comply with the provisions of the Rights of Persons with Disabilities Act, 2016, as brought into force on 09.04.2017.
2. The State Governments and the concerned Union Territories shall file status reports to this Court immediately on the expiration of one year, but most definitely before 01.08.2018.
3. The Registry is directed to furnish copies thereof to the petitioner, as also, to the Union of India.
4. The instant petition stands disposed of, in the above terms.
