Order
1. Heard learned counsel for the rival parties.
2. Having perused the details produced before us during the course of hearing, we are of the view, that the largest number of vacancies in the Police Department exist in the following six States:

| Karnataka | 24399 |
| Tamil Nadu | 19803 |
3. Even though, we shall, on subsequent dates of hearing, deal with other States, wherein large number of vacancies in the Police Department remained unfilled, at the moment, we would endeavour to monitor the filling up of vacancies in the six States, wherein the number of vacancies are largest. We, therefore, hereby direct the Home Secretaries of the six States, referred to hereinabove, to assist this Court personally or nominate an officer of the department, not below the rank of Joint Secretary, to prepare a definite road map for filling up of vacancies.
4. Post for hearing on 21.04.2017.
5. The concerned officers of the six States shall remain present in Court in person on the next date of hearing i.e. on 21.04.2017.
