Order

1. By the impugned order, the High Court has dismissed the application of the petitioner, who wanted intervention in the matter, on the ground that it has no locus. We do not see any infirmity in that order insofar as this petitioner is concerned. If the petitioner has any other remedy available in law it may avail the same. We make it clear that as far as this Court is concerned, it has not passed any order on this aspect.

2. Permission to file the special leave petition is rejected.
