1. Learned Attorney General submitted that the matter will be considered on a holistic basis having regard to the fact that teaching is the priority area, that there should be uniformity for the whole country and financial the implications.

2. This will require interaction with the States.

3. Sh. Ranjit Kumar, learned senior counsel states that funding by the Central Government only relates to primary and not to secondary or higher education. This is disputed by the learned counsel for the State of Bihar.

4. We are of the view that the disputed contentions of the parties cannot be resolved unless the matter is fully heard.

5. Accordingly, let the matters be listed in the list for final hearing on 12th July, 2018.
