1. Application for permission to appear and argue in person and for exemption from filing court fee are allowed.

2. Delay condoned.

3. Having heard the petitioner in person we are only inclined to grant him liberty to submit a representation to concerned Departments, namely, Railways and Postal Department separately within four weeks hence. The representation shall be disposed of by the competent authority within twelve weeks therefrom.

4. With the aforesaid liberty and direction, the Special Leave Petition stands disposed of.

5. Pending applications, if any, are deemed to have been disposed of.
