12. On 15.02.2016, we had identified 15 issues that would require consideration.
13. We would like the Union of India to file an affidavit within four weeks from today indicating the following:
(i) Whether the State Child Protection Society has been constituted in every State and Union Territory.
(ii) Whether the State Commission for the Protection of Child Rights has been constituted in every State and Union Territory.
(iii) Whether Juvenile Justice Boards (JJBs) have been constituted in every district and if not, then the districts in which they have not yet been constituted.
(iv) Whether Child Welfare Committees (CWCs) have been constituted in every district and if not, then the districts in which they have not yet been constituted.
(v) Progress made in the publication of the Police Training Manual under the guidance of the Bureau of Police Research and Development [BPR&D]. In this context, we may mention that there is already a training manual available on the website of Delhi Police. This may also be seen by BPR&D.
(vi) Whether on-line portal for quarterly reports has been finalized by the Ministry of Women and Child Development and whether it is operational.
(vii) Whether the registration of Child Care Institutions is completed. If not, the districts/States which have not completed registration and the reasons why it has not been completed.
(viii) Whether the Juvenile Justice Fund has been established in every State and U.T. and if not, then it should be established immediately.
14. List the matter on 11th October, 2017.
