1. I.A. No. 6 of 2017 (the application for extension of time to file affidavit) is allowed, in terms of the prayer made.
2. The State of Goa (respondent No. 7), the State of Himachal Pradesh (respondent No. 10), the State of Kerala (respondent No. 14), the State of Maharashtra (respondent No. 16), the State of Manipur (respondent No. 17), the State of Meghalaya (respondent No. 18) and the State of West Bengal (respondent No. 29) have not yet filed their counter affidavits though they all stated, that the same are ready, and would be filed in this Court within a day or two.
3. As a matter of last indulgence, liberty is granted to the respondents, who have yet to file their counter affidavits, to do so, within two weeks from today.
4. Post for hearing after two weeks.
