1. Delay is condoned on a condition that in the event of enhancement of compensation, the petitioners shall not be entitled to any statutory benefits for the period covered by the delay.
2. It is seen that the exemplar of 1988 has been taken for the purpose of fixing the land value, where Section 4(1) Notification was issued in 1992, with a 10% increase every year.
3. Issue notice on the percentage as well as on the question as to whether it should have been on the compounding basis.
