1. Delay condoned.
2. We do not find any ground to interfere with the impugned order passed by the High Court.
3. The special leave petition is accordingly dismissed.
4. However, we also grant liberty to the petitioner to raise all objections which he professes to file before the competent authority specified in the Act which is applicable to the controversy in question including the objection in relation to the status of monument under the Act.
5. Pending applications, if any, stand disposed of.
