1. There is a delay of 2404 days in filing the special leave petition. We are not inclined to condone the same.

2. Even on merits also, we see no reason to interfere with the impugned order passed by the High Court. The special leave petition is, accordingly, dismissed on the ground of delay as well as on merits.

3. Pending applications stand disposed of.
