Order
1. Having heard learned counsel for the parties, we direct Mr. Sushil Kumar, Additional Chief Secretary, Department of Education, State of Tripura to remain personally present on the next occasion with all the relevant record pertaining to three advertisements issued on 25.5.2017, 17.11.2017, 8.06.2018 and the selection undertaken pursuant thereto. Further, the documents must sufficiently indicate:—
1. why the authorities were unable to secure adequate number of candidates.
2. Whether the advertisements were issued in places outside Tripura and in what language.
2. This Court would further like to know:
I) Whether people from neighbouring States could be accommodated in the schools in Tripura so that the interest of the students’ community is not hampered, as a result of non-appointment of qualified teachers.
ii) The detailed list of number of schools in Tripura with Bengali and Kokborok medium/language.
3. We expect the Additional Chief Secretary to be completely apprised of all the details so that effective assistance can be rendered.
4. State of Tripura is at liberty to file affidavit on or before Wednesday, i.e. by 31.10.2018.
5. List the matter on 01.11.2018.
