Upon hearing the learned counsels for the parties and taking into account the orders passed by several High Courts in respect of the same subject matter, we are of the view that an interim order would be justified in the facts of the present case.

1. Upon hearing the learned counsels for the parties and taking into account the orders passed by several High Courts in respect of the same subject matter, we are of the view that an interim order would be justified in the facts of the present case. Accordingly, the order of the Bombay High Court at Goa dated 14th March 2017 passed in W.P. No. 846 of 2016 as also the Circular dated 31st July, 2015 of the Employees State Insurance Corporation shall remain stayed until further orders.
