1. We do not find any merit in the matter. The special Leave petition is dismissed on the ground of delay as well as on merits.
2. However, since the petitioner has already undergone more than 15 years of incarceration it will be open to the petitioner to move an appropriate application with the appropriate authority seeking remission of sentence and when such application is filed the same shall be considered and decided by the concerned authority expeditiously.
