1. Permission to file Special Leave Petition(s) is granted.
2. Application(s) for impleadment is/are allowed.
3. On oral request made by Mr. Patwalia, University Grants Commission (UGC) is impleaded as party-respondent.
4. Mr. P. S. Patwalia, learned senior counsel, submits that the petitioners are only interested in participating in the selection for the post of Assistant Professor in Education in a degree college, for which the last date of application was 14.07.2016. On 11.07.2016, the Government issued a corrigendum whereby M.Ed. has been treated as Postgraduation in Education for the purpose of Assistant Professor (Education) in degree colleges.
5. In view of the above submissions, issue notice to the Government parties as well as to the University Grants Commission, returnable on 03.10.2018. Notice may not be issued to the private respondent(s).
6. Dasti, in addition, is permitted.
7. Liberty is granted to serve notice on the standing counsel for the State of U.P.
8. It is made clear that the pendency of the Special Leave Petitions shall not stand in the way of the competent authority proceeding with the appointment for which selection process commenced in the year 2014, since the petitioners are not challenging that selection.
